Schools in the USSR and the USA

In the USSR: From 1951-1955 the growth in construction of schools grew by 70%, compared to the earlier 5 year plan.
In the USA: 1% of the budget is assigned to education, and 74% to the military. In the USA there are more than 10 million illiterates and about a third of all children don't go to school.
