Viktor Zhelobinsky started collaborating with Boevoi karandash (The Militant Pencil) in 1958, creating political posters for the journal.

In 1963 he graduated from the Vera Mukhina School of Industrial Arts in Leningrad. Zhelobinsky worked as an artist for the publishing house 
Khudozhnik RSFSR, as well as for the Artistic Foundation in Leningrad.

In 1991 he was appointed as a designer at the film studio in Leningrad (Lenfilm).

Zhelobinsky is a member of the Union of Soviet Artists and the Union of Journalists of the USSR.
